MISSION

SPM’s mission is to act as a strategic broker between the local public sector and local and international private sector groups, to improve water, waste and energy services in developing communities.   By creating locally owned public-private partnerships, SPM aim is to help deliver eco-efficient solutions to environmental problems associated with urban services.

APPROACH

SPM’s approach to sustainable development employs the Mixed Capital-Public Private Partnership model. This tool helps to ensure the longer-term financial sustainability of programs, as well as micro-enterprise development and carbon financing.

PPP mechanism


As public-private partnerships become increasingly popular in the development sector, it is important to highlight the fundamental principles of a PPP without which it is difficult to sustain such a partnership over the long-term.  We believe that these principles constitute the unique SPM approach and build on over ten years of experience:
  • Community outreach and engagement;
  • Requirement for the LGU to be engaged through ownership and investment;
  • Private sector as co-owner/investor/manager;
  • Commitment to a technology choice that reflects the principles of sustainable development; and
  • A strategic broker to deliver initial design, planning, and longer term financing and commercial viability.
The public and private sectors share the political and economic risks of the projects in which they pool their resources to produce a satisfactory and sustainable outcome for both.

Micro-enterprise development

Environmental sustainability cannot be separated from financial sustainability, and better environmental conditions are directly linked to livelihood issues.   SPM assists the development of micro-enterprises and can provide a team of experts with financial, operational, and business development expertise.  Where opportunities for micro-financing are identified, SPM provides assistance to gain access to loans, and expertise as required to support financial planning and capacity-building/training.

Carbon finance

As stated in the Kyoto Protocol, the Clean Development Mechanism (CDM) provides an opportunity for generating carbon revenue for climate-friendly technologies.  SPM is allied with organizations that have active, carbon finance & trading contracts around the world.

HISTORY

Sustainable Project Management was established under the auspices of the Business Council for Sustainable Development (BCSD), a Geneva-based NGO founded in 1990 by Mr. Stephan Schmidheiny, a Swiss industrialist, at the request of Mr. Maurice Strong, to provide a business perspective on sustainable development for the 1992 Rio U.N. Conference on Environment and Development (UNCED).BCSD, under the Executive Directorship of the Hon. J. Hugh Faulkner, P.C., brought together 50 senior executives from major corporations world-wide, and played a critical role in defining the concept of industrial "eco-efficiency". The BCSD merged in early 1995 with the World Industry Council for the Environment to form the World Business Council for Sustainable Development (WBCSD).Since 1994, SPM has focused on establishing a unique approach and building a world-wide network of project specialists.  SPM has developed an innovative project structuring methodology, which it perceives as particularly suitable to "kick-starting" smaller scale infrastructure projects.  Much of this initial thinking happened in partnership with the United Nations Development Programme (UNDP) and other donor agencies.

SPM has assembled a core team of project specialists, backed up by a wider network of technical, financial and environmental advisors strategically located in target countries or regions, with proven ability to provide project structuring support to the public and private sectors in developing countries.The skills base of the SPM team includes:
